I'm afraid that is is a general problem with OSM.  In particular there 
is a strong bias to mapping new, as against maintaining, and some 
mapping targets are basically one man projects.

One example is that there is someone who paid flying visits to some, but 
not all, shopping streets, near me, took photographs, and mapped quite a 
bit of detail, without making arrangements for recording new tenants and 
name changes, or providing complete coverage of all the local shopping 
areas.
