How does existing data 'block' contributions?

New mappers will eventually have to edit things that all ready exist in 
OSM, so I don't see the issue.

So 3D buildings are not to be part of OSM...

I agree it is difficult editing them, but then so are multi-polygon 
relations for new mappers. With enough persistence these issues are 
resoled by new knowledge.
