It does it in two ways.  If the data is complex, it becomes too much 
effort to reverify it all and maintain it without throwing it away and 
starting again.

More generally, people feel they are making much more of a contribution 
when they submit a substantial block of new data, than if they were 
making piecemeal updates to existing data.
