[Talk-GB] Primary road which isn't really a primary road

CyclOSM shows the road in a different colour, but that might be because the
maxspeed value is inappropriate ("30" rather than 30 mph - i.e. about 20
mph) rather than because of the reduced motor vehicle traffic. According
to Mapillary, cyclists, motorcyclists, and taxis can also use the road as a
through road (I don't like to be thought of as "no-one"! :-) ) - although
the access tags aren't consistent with the sign and the paint on the road.
Maybe highway=service might be more appropriate.
