[Talk-GB] Documentation of passing=* tag

Hello.

I would like to know more about the tag "passing=*".
It seems that the tags passing=difficult and passing=caution seem to be
commonly used in the UK, but I could find no documentation on the OSM wiki.

I would like to know what their meaning of them is.
Would you happen to know anything about it?

## Background
I am a mapper, editing in Japan.
In the OSM, it is recommended to use `lanes=1` for these 1.5-lane ways.
However, this does not express that it is possible to pass each other.

Therefore, we would like to know more about the tag `passing=*`.
If values such as `passing=yes/no/others` are available, we think that
roads with `lanes=1.5` in Japan could be replaced by tags such as the
following.

It seems the tags `passing=difficult` and `passing=caution` are already in
use in the UK, but I could not find documentation about `passing=*` in the
OSM wiki, so I am not sure in what situations it means.

applied.
