Hi,
The tag seems to largely belong to the early days of OSM. The majority of
usage in the UK is an an area of Northamptonshire where User Ben
<https://www.openstreetmap.org/user/Ben> was one of the first mappers to
add a lot of detail in their local area.(around Towcester
<https://overpass-turbo.eu/s/1qc7>). Elsewhere, it's been used a bit around
Norwich and in the Lake District near Keswick, and for a canal tunne
<https://www.openstreetmap.org/way/26541031>l.
On the whole I suspect it is a bit subjective as a tag, and originally
pre-dated availability of any imagery. I'd probably prefer width as a tag
as this can now be measured with reasonable accuracy (0.25-0.5 m) on a lot
of aerial imagery. Other aspects which may add to the value as well as
width are the nature of the highway corridor. A narrow asphalt road with
grass verges is a different proposition from one with no verges and
dry-stone walls on either side.
