"vandalism" normally means "a wilful attempt to damage OSM in some way".

I'm not convinced that we're seeing anything here beyond well-meaning 
but ill-thought-out edits by a relatively inexperienced OSM editor.  
Their last edit was 3 months ago, so I doubt that they will be returning 
to OSM any time soon.  Of the comments at 
http://resultmaps.neis-one.org/osm-discussion-comments?uid=16477544 only 
one was before they stopped editing, so it's unlikely that answers to 
the other questions will be forthcoming.
