[Talk-GB] Bank Hubs

Apparently there are now four Bank Hub

opened, all operated by the Post Office. gegI don't know if these are a
co-located bank hub/post office or a distinct bank. Tagging might be a bit
awkward in the former, which seems to be the case

I've had a rough go at tidying up West St in Rochford by adding addresses
to things already mapped which suggests a location
<https://www.openstreetmap.org/note/3526392#map=19/51.58207/0.70665&layers=N>
for the Bank Hub sited there.
