To be fair, it hasn't actually been a high-speed edit war:

However, if it's not signed, *_please_* don't leave the OSM tagging 
suggesting that it actually is signed.

What method of people used to do that?  One of the following:

  * Use "unsigned_ref" instead of "ref".  925 uses* in Britain and Ireland.
  * Add a "ref:signed=no" tag.  333 uses in Britain and Ireland.
  * Add an "unsigned=yes" tag.  178 uses in Britain and Ireland.
  * Use "highway_authority_ref" instead of "ref".  45k uses, but that's
    for C roads etc. (arguably not the same think as here).

and of course:

  * Just leave the ref blank

My personal preference (as a mapper, not as a DWG member) would be to 
use "ref:signed=no", since whatever the reference actually is, it is an 
actual road ref, not some special class, as "unsigned_ref" or 
"highway_authority_ref" might imply.  Other people have different views 
(and in Britain and Ireland at least, unsigned_ref is more popular).
