If you go to 
https://taginfo.geofabrik.de/europe/great-britain/keys/name#values and 
search the values for "driving test" you get 29 "Driving Test Centre" 
and a few "$place Driving Test Centre" and similar.

Looking at the 29 (and including a few international ones)

11 have an office tag

In addition to trying to get details on the missing ones, I'd suggest 
adding an office tag to the currently "tagged only as a building" ones 
in OSM.
