[Talk-GB] Identifying new-ish housing estates

Part of a system I'm building involves identifying which water company is
responsible for water and sewage. This is easy enough as there are
designated areas and an EA API, however.... It is sometimes possible for a
new housing estate to be served by a completely different water company (no
idea why, maybe they get a cheaper deal?).

So, what are your thoughts on, identifying new-ish housing estates and
finding an example of this anomaly? I say 'newish' as it will probably need
to have a postcode and possibly be lived in, not under construction.
