[Talk-GB] Tagging a Driving Test Centre

[Nathan Case]

I've created a Wiki page to document the suggested tagging: 
https://wiki.openstreetmap.org/wiki/Tag:government%3Dtransportation 
(please feel free to flesh out).

I agree some additional tagging might be useful to specify the services 
being offered at the site. For example, although we separate out DVLA 
and DVSA in GB, in other countries licencing and testing functions are 
handled by one agency.
