Yes, indeed. That's how OS maps, them, for example. It's also the 
definition used by a number of caravan site finder websites, for example 
https://www.caravansitefinder.co.uk/

I suspect the emphasis on RVs simply reflects US preferences. Americans 
seem to go for RVs (motorhomes) more than towed caravans, for some reason.
