[Talk-GB] motorroad=* and highway=*

Hello everyone,

Can a road be tagged as motorroad=yes regardless of its
classification, just as long as it fills the criteria of a non-motorway
road built to motorway standards with motorway-like restrictions?

I was reviewing this way (W4869718
<https://www.openstreetmap.org/way/4869718>) tagged as highway=primary and
expressway=yes built similarly to motorway standards (GSJ at one end) with
motorway-like restrictions (no peds, cyclists) applied too.

Any feedback would be greatly appreciated.
