Motorway restrictions are more than just no pedestrians and no cycling.
They include No L Drivers (except HGV), Motorcycles under 50cc, Mopeds.
That does not fit the criteria of a motorroad.
Motorroads in the UK have signs similar to the pre-chopsticks motorway
signs.
