Hi,

I am local to the Dartmouth Steam Railway. There may be some non-tourists using the railway but I would bet that >99% of passengers are tourists. Through ticketing doesn't mean a lot. It would mostly be used I imagine by tourists coming to Devon by train who have accommodation in Dartmouth. The trains are also not well timed if you wanted to use them for commuting, etc.
