[osm-hu] strange al7 in hungary

Hi,

I am by no means an osm guru, but at least I have a theory on what you
are seeing.

We have two kinds of administrative areas two levels under the country
level.

"járás" was/is in use before 1983 and after 2013.

"kistérség" was in use between 1994 and 2014.

Their boundaries do not match, and there was a period when both of them
were in use.

For the time being you should use the "járás" ones.
