[osm-hu] strange al7 in hungary

Köszi Gergő a probléma felgöngyölítéséért, and thank you Walter for posting
this issue here.

Semmiképpen ne töröljük a korábbi kistérségi határokat!
Ha példát szeretnél, akkor a Wikipédia éppen most vezeti be az OSM
interaktív támogatását, és rengeteg cikk használ valamilyen formában a
kistérségi adatokat, térképeket, velük összefüggő témákat.
De természetesen más alkalmazásokhoz is szükség lesz a historikus térképi
adatokra.

A Walter által ajánlott idősávos megoldás jónak tűnik (és lehetőséget ad
arra, hogy a kistérségi rendszer előtti korábbi állapotok is megjelenjenek
a térképen, ne csak az aktuális, lásd történelmi térképek).
