Yes. One should be cautious when correcting tags (is it really an
error ? did the contributor have a differnet meaning in mind ? Did he
make similar edits elsewhere ?) but "place=lcoality" clearly looks
like a simple typo.
Another way to spot the error is to use taginfo:
http://taginfo.openstreetmap.ie/keys/place#values then click the
typo-ed value, click the "overpass turbo" link and then "export ->
josm".

It's not an error, just data that isn't as complete as you'd like. A
lot of OSM data doesn't specify beyond "natural=water". It'd be nice
to be more specific, but the different tagging schemas haven't fully
settled, there is a lot of historical data, etc.
