[OSM-talk-ie] Problems with the irish boundaries preset and josm

I've reverted irishboundaries.xml back to the old format that josm-tested
expects. It should read version 8.

You might have to delete your cached version of irishboundaries.xml.

If you use josm-latest then you can use irishboundaries-dev.xml.

I wouldn't use josm-latest unless you follow the josm changesets closely,
like readling java source code and are prepared to submit helpful bug
reports to the josm bug tracker. ;-)
