In general, you want enough data to enable routing but there are other use
cases too. e.g. You could imply employees per sq. m. if you had other data
sources regarding employment numbers, etc. This is good for bench-marking
and data analysis.
For the roads you should be able to tag them with access:destination too
which implies access is allowed to reach a destination but not other
reasons.
