[OSM-talk-ie] some of my inconsistent tagging - cure sought

JOSM's todo list plugin is very helpful here. do up to step 6, then use JOSM's find (control-f)  for the `anglican=whatever` tag, add to todo list, then iteratively fix each one. Turning on continuous download helps too. You can fix up some details as you go.
