You raise good questions, which I can't answer :)
But this is definatly the place to discuss them.

I'm saying we that names should include "sdera", "sderot", "rechov",
"derech", "simta", "simtat", etc. It is easier to remove that
information automatically before rendering the map. The problem: the
default maps generated by the OSM site will be uglier. We should think
about generating an israelly osm.org.il with custom rendered maps. To
summerize, I say: add that info.

I'll add to the question. Having as much info as possible is the
default goal, unless we have practical reasons not to do it.
Therefore, assuming we want to record the full street name, how do we
also capture the legal short street name?
I'll give to examples from netanya:
A) "Rechov VAIZMAN Chaim" = "Rechov Vaizman"
B) "Sderot BINYAMIN Rotshild" = "Sderot Binyamin."

In Netanya, at least, a lot of signs tells you both the full name of
the person the street is named after, and the shorter street name
(which could be the first name or the last name or some combination).
