There was no final decision about it. Initially I was hoping to get some
more opinions and experiences, especially regarding the city conventions. I
also wanted to check what do they do in other parts of the world. One thing
that I noticed was that JOSM warns when a primary or secondary road does not
have a road reference, which made me think that those tags are reserved for
inter-city roads. I personally like to use them for city roads because they
make the map look prettier and more informative, so may be it is worth to
ignore that warning. Later on I just got quite busy at work and haven't been
able to invest a lot of time in OSM. Now that you are mentioning it, we
should probably just revive the discussion and finalize it.

It will be interesting to see if there is some kind of reasoning behind
labeling a street as a Boulevard, Avenue, Road or simply Street. I am also
thinking that the right thing is to have a tag for those and have the
renderer show them in different colors. I haven't seen that question raised
on the main OSM forums, so for now I am just adding that to the name. If
there will be separate tags for those labels then we can just write
something that extracts them from the name and adds them as a tag.

What I do is I write the short version to the name tag and the long version
to the name:he tag. In the name:en tag I write the short version in English.

I think this is the recommended way to do it.
