Cloudmade produce a weekly OSM output for Israel and also for Gaza. The
Israel extract includes the West Bank and Gaza so you could take that as
a basis and extract from that, it will be much faster this way.

You can load the whole of Israel into JOSM.
Please try to merge existing data as it includes possibly additional
information such as Hebrew names.
