Thanks for the tip.  I've already gone through the Josm wiki and videos
but can't find any information on bulk importing/tagging gpx annotations.

When I open my annotations gpx file in JOSM, 2 layers are automatically
created.  The GPX file itself, and a "Markers from foo.gpx" layer.  I can
see all the annotations, but can't edit them nor import them into a data
layer for tagging and uploading.
