[Talk-in] Border state | districts

On OSMI, Ludhiana's border is not complete, while on OSM it is.

Is there single overlapped line for border between two states, or it
is one line shared by two states?

Do we have different state as well as district boundaries?

If so can we have state borders at zoom level 4 (as districts borders
at that level does not make much sense), and then districts border at
zoom level 7.
