[Talk-in] City boundaries

Hello everyone,

I just noticed that cities in India (and most things under admin_level 5)
are actually nodes and not polygons/closed ways. Some googling around
couldn't make sense out of this, so I'm sending a mail here to see if
someone could explain this to me.

Is it this way on purpose? Am I somehow missing the polygons? If not, would
it be okay if I created them?
