[Talk-in] Telangana state boundary missing imp metadata

Try it out:
- Zoom into any part of the boundary and hit edit
- Select the boundary and on the left click the relation listing for
Telangana
- Now you will see all the tags for the boundary, scroll down a bit and add
a new entry for is_in:country_code=IN to the all tags section
