OSM in India helps in making an SDI at any level. Panchayat (village), Block (Mandal in A.P), Tehasil or District. 
Anything to be accepted by Society can go with the accepted way; for example Roads
If you follow this from the beginning it can easily gain societal confidence, as the web display can also be in Indian languages.

So crowd-sourcing may do well to follow Indian practices.

Ex: A Village road can be Panchayath road.. and in turn Kucha road(fair weather road), Metal road etc. 
YES this requires knowledge of the area.. and this very list can help.
