[Talk-in] Id editor on Bhuvan

As far as I know, Bhuvan uses Tilecache.py to serve out Imagery in tiles(
http://tile1.nrsc.gov.in/tilecache/tilecache.py/1.0.0/bhuvan_imagery2/10/719/456.jpg).
The catch is that this imagery is in Geographic Latlong (i.e. EPSG:4326)
and not in Web mercator

Tilecache.py uses a WMS service at the backend, and as far as my poking
around has shown, they have not exposed the real WMS service.

They do have a Geoserver End point at: "
http://bhuvan5.nrsc.gov.in/bhuvan/wms" , but there are some encoding issues
in the way which they have titled some layers, which causes error when you
try to find out which layers it is can serve.
