Nisha is completely correct.

This policy is for the DST, and ISRO in particular. It talks about how
government agencies to create spatial data, and share it with the public in
an easy to consume manner.  This Policy infact dilutes some of the
restrictions which were present in 'The Remote Sensing Data Policy',
