Hello vijay!
I'm so glad that a government department is thinking in such a progressive
manner and wants to open source their data.
Do you need to put the data yourself in osm? Because that is a long drawn
out process and takes expertise to do. See this page on the wiki
https://wiki.openstreetmap.org/wiki/Import/Guidelines
The usual way in which authorities share data (across the world) is that
this data is put on an official website along with a permissive open data
licence, and the community works to get this data into the OSM website.
This later proces was followed by PMGSY (
https://wiki.openstreetmap.org/wiki/India/PMGSY_rural_connectivty_data_import
)
India has the Government open data licence which could be used.

Jodhpur is a city which is very close to my heart, because I spent 3 years
working there, so I would really like to help you out on that.
