Hi Marvin,
Thanks for you mapping! I think "ref" is the perfect way to add those numbers on the papers. For the not visible numbers... Maybe, could be possible to create a osm note on it, pointing to the missing data?
After reading your emails, I've written an email to RT, asking if they have some data available, let's see if they'll reply me. I'll let you know.
