I can add "note=Second ref number missing" or similar to the bus stops. Where
the second number is readable on the photos, I can add the number itself
into the note tag, but as the note text is for freeform data, it's not
entirely useful if I do that. Maybe it's better if I add it separated
by a semicolon into the ref key? For instance:
highway=bus_stop
name=Via Gabriele D'Annunzio Civico 270
ref=23327;24274
operator=RT
It appears to me as if "ref" is not well suited for multiple values, but
that still seems the best option available to me.

Thank you for that! To be honest, I find RT's website quite difficult to
navigate. They have an English "translation", but it is appearently the
result of Google Translator or worse. It's not understandable.
