discussed this requirement with dati.piemonte.it, and they were
satisfied with being given a link to where the map is online.

I was using this as an example. The need for direct attribution is
stated explicitly in the licensing texts coming with the data, and is
also central to the CC-BY license (that's the BY in it) - I don't really
believe that the method you propose - to simpy put them on the
contributors page - is sufficient. OSM has to be very careful about
these things! We can't afford to have legal trouble with government
bodies. Are you certain about this issue?
