[Talk-it] MapRoulette quality check challenges - Malta

According to 
https://openstreetmap.community/?map=35.70725,14.78391&zoom=5.64 the 
Maltese community doesn't have a mail list, but only an IRC chat. 
Unfortunately, I don't know how much populated or active that channel is.
