Yes, we found this bug in JOSM that allowed relations to break easily
because of merging, and it is fixed now:
https://josm.openstreetmap.de/ticket/11945

We have also added yh:WIDTH to the discarded tags list in iD and JOSM so
that it does not confuse new users
https://josm.openstreetmap.de/ticket/11969
