[OSM-ja] Re 改定提案 - RFC - Proposed Japan tagging/Road types

こんにちはxyzxyz2です。
"Proposed Japan tagging/Road types" 内（下記抜粋）で「"Implies"の列」が無いのにも関わらず、「"Implies"の列にリストされている」と書かれていている理由はなぜでしょうか？  またその場合、「"Implies"」は「空集合」であると解釈するのが順当ですが、それで構わないのでしょうか？
