Yes. Generally  National Roads, we called it were permitted to ride a
bicycle.
But  You should have a caution because of fast passing cars.

Some national road prohibit to ride a bicycle.
they have signals in front of enterance.
you can see the signal as a file attached.

In Korean mapper,
The National Road will be  as Primary Road.
In Korea, There was no Trunk Road.

Motorway---Highway
Primary Road--- National Road.(Number X-XX)
Secondary Road---Local governed Road (Number XXX)
