[Talk-ko] Road labeling

Mostly, Road number is assigned to inter-city road in Korea and not to
Intra-city road. The discussions of inter-city and intra-city need to be
made separately.
대부분의 경우, 한국에서 도로 번호는 도시간 도로에만 할당되어 있습니다. 도시내 도로는 도로 번호를 갖지 않습니다. 그러므로 두 가지
논의는 별도로 이루어져야 할 것입니다.
