[Talk-ko] Road upgrades- how to tag?

If I come across a road that obviously (at least from imagery) has been
rerouted/improved, I pretty much do just that.

Split out the old section to make it tertiary, delete the ref tag and add
the new section to the original road with accompanying tags.

I figure eventually that old section of road will (eventually) get checked
by someone on the ground, but until then that edit is a good enough option
which more accurately reflects the actual referenced way.

I have cycled roads that have gone through the rerouting process. Obviously
the new portion with all it's signs and such is the one which should be
referenced. But I have still seen the occasional route sign along the older
portion. I don't know if that is due to road workers not bothering to remove
the small road-side signs due to mistakes, laziness, or what.
