I've reverted it as well as adding the note to that node (it wasn't there before).
I also removed the historic=memorial as it appears to be inappropriate for a node in the middle of the water. Tagging rocks as tourism attractions seems a bit odd too, but I haven't touched those.
There is not much that can be done with users who register and make one edit. It is difficult to engage them in any form of discussion. This is why I have not approached this like a normal dispute with multiple sides but waited for someone who objects to the current tagging to contact the DWG.
I know that working through the DWG for reverts and such is a bit unusual but given the regional tensions it's likely to have to continue and it beats an edit war.
