[Talk-ko] Please stop using name=한글 (English) form

It's worth noting that it is substantially harder to make a map in another
language when the name tag is set to something other than the local name.

As an example, if you wanted to make a French map, but also show local names,
you'd end up showing Seoul as "Séoul (서울특별시 (Seoul))". 

One map that does this is the MapQuest open style, which shows English 
names, like Saint Petersburg: http://osm.org/go/0zOSiK?layers=Q&relation=421007

An example of how it fails to handle strange name tags is "Hamhung (함흥 (Hamhung)"
