you are somehow sole person editing Lithuania, but most complaints
were less ridiculous from whjat I remember)

I was insulted by you several times and in my case it is more likely
to result in writing long text pointing out various problems (like this one)
than leaving OSM, but for many people that I know they would react
by abandoning OSM.

Especially if that would be among initial interactions (in which
case I would also likely leave).

Maybe local mappers are insulted less often and treated better
and it is not a noticeable problem.

whether this has a real support among mappers and is it actually a rule 
(on OSM Wiki it is described as a proposal)

As far as I am aware I have not made a false claims and I definitely
not asked or caused DWG/OSMF to ignore Lithuanian mappers.

At least in ways that I can predict, maybe for example reporting
some real issues related to mapping elsewhere caused DWG to be
more busy and spending less time on Lithuania-specific problem.

And I am pretty sure that "DWG/OSMF practically ignored you - 
Lithuanian mappers - based on false claims by people such as Mateusz."
is false claim by itself, or at least I have no idea what could cause this.

And some things that if had any effect, then it would have an opposite
result.

I can at least confirm that for several people for abroad typical
interaction with Lithuanian community is interacting with Tomas Straupis
and noticeable (at least loud) part of them is not liking this
interactions, for multiple reasons.
