At a risk of this getting quite off-topic for the list…

What I’ve seen done in the instances I’m part of is having multiple flavours of 
streams. I mentioned project-specific streams in my previous reply as an 
example. Team-specific streams is another. In practice, this idea could be 
applied to topical streams just as well. So, for example, with a global 
instance, `#latvia` would end up being a catch-all stream (a-la `#general`) for 
all Latvian contributors, but then `#latvia/cycling` and 
`#latvia/public-transportation` could be created as the more fine-grained 
streams as needed by the Latvian community. And so on for all the other 
participating communities & their areas of interest. That’s just an example, 
though, streams are quite flexible in how they can be used.

The benefit of having a global instance is all about the ability to have streams 
like… A fictional `#project/baltic-tourism-maps` or `#project/josm` and such 
that naturally involve people from multiple countries.

Another benefit is in that creating a stream for a curious-to-check-it-out 
community is just way easier than having them to create an instance & getting 
the sponsorship figured out.

Ah, I meant to say “it has some resemblance to the mailing lists many are 
already used to. More-so than other IM tools.”

For what its worth https://openstreetmap.zulipchat.com/ seems to exist already, 
although it appears to require invites, so it might just be somebody squatting 
the name. https://osm.zulipchat.com is available though.
