[OpenStreetMap talk-lu] Access restrictions

Hi everbody,

The C 2 with the bicycle sign is often used for tracks, so I tagged with
motorcar and motorcycle:agricultural and bicycle: yes. Many of your PC
(Pistes cyclables) are indeed tracks with tracktype:grade1 but they are
often tagged ass cycleways which does not allow any motor_vehicles at all.
I think that for a very detailed use in routing software we have to add a
tag for every kind of vehicles and avoid the access tag.

So for a secondary road for example: motorcar:yes, hgv: yes, no,
destination, designated (there are no designated roads for hgv here),
motorcycle:yes, moped: yes...etc.

What do you think about this?
