That's clearly a 'bug'. I would tag it as the most permissive, as that
is the factual situation the police has to deal with. If bicycles are
not prohibited on one side, bicycles cannot be fined when driving on
that road. Of course, the intention of the government might be
different, but we are tagging what is outside, not what the government
intends. Also, best add a 'note' tag to explain.
