[OpenStreetMap talk-lu] Document describing maxspeed outside agglomerations

Hello,
this memorial is interesting but not up to date:
Example:
N31 Contournement de Pétange was at maxspeed 70 km/h and has been changed
+- 2 weeks ago to maxspeed 90 km/h. Therefore I changed the maxspeeds on
this road.
So my personal opinion is that only video mapping with regular updates can
give us the right informations.
