[OpenStreetMap talk-lu] Document describing maxspeed outside agglomerations

Dear all,

The following memorial describes speed limits on N and CR roads
outside of agglomerations:

(page 29 and further).
All N and CR roads outside agglomerations that are not mentioned can
be assumed to be 90 km/h.

As the content of the Memorial is public domain, we could use this to
set the maxspeed tags. However, the document refers to km numbers,
which we don't have in OSM, so this might not be trivial. At least we
could use it to see if there are any speed restrictions missing in
OSM.
